best time to replace it is before it breaks obviously.

You can check the belt by looking for cracks on the surface that contacts the pulleys. If there are numerous small cracks, or pieces missing from the surface you will want to replace it. Also if you are getting a squealing sound the belt is either worn or you need to adjust the tension to keep it tighter.
The best way to know when its time to replace serpentine belt, is when you see that it has small cracks and looking for sign of dry rot.
