you should be able to loosen up one of the accessory drive pulleys to remove tension from the belt. then remove the old one, put the new one on, and tighten everything back up.

The 2000 Neon, of which I have one, does not have a serpentine belt. It has two accessory belts. Get a repair manual at AutoZone or similar place which will show all of the steps.
