For a 2003 toyota echo we are having difficulty figuring out which bolts to loosen to release tention

You shouldn't have to loosen any bolts.There's a belt tension pulley that has a bolt in the center.You put the wrench on the bolt just as a handle.Its spring loaded then try turning the wrench clockwise like your trying to tighten it the pulley should turn and release all tension.Put it back the same way.The pulley I'm talking about is usually smooth and runs against the back side of the belt not the serpentine side.

there are no bolts to loosen you have to unload the tensioner it is the pulley that does not drive a componet, rent or borrow one from a parts house also they may give you some instructions otherwise get abook or have someone qualified to do it
